Please do not post the same thing multiple times. The board software automatically flags certain posts as needing moderator attention. This happens the most often for new users. I'm pretty sure this is made clear at the time you attempt to post. Posting the same thing over and over again just makes that many more posts the moderators have to weed through later. This makes us sad. Don't make us sad. If your post/thread doesn't appear, just wait a while. Don't post it again. If it hasn't shown up by the next day, then you can try again. I normally go through posts in the mornings, and try to check a few times throughout the day, but I'm not here 24/7. There will typically be a significant delay before posts are approved. Just be patient.

You're not likely to get any useful help with a question so broad and vague. Your question is essentially a "I want to perform brain surgery. Can somebody tell me how?"
There are quite a few different technologies you will need to master in order to accomplish your goal. You will need to figure out Apple's in-app purchase API. You'll need to figure out push notifications. You'll need to figure out how to implement a PDF reader. You'll need to implement a library system, or a master/detail list of content or something similar, in order to present the user with a list of the content they have purchased, and you will also need to implement a store user interface where the user can see a list of addition content.
It would take pages and pages of text to explain how to do any one of those things in enough detail to be of any help at all to an Objective C/iOS newbie. I'm not signing up for that, unless you'd like to hire my company to either develop your app for you or teach you how to do it yourself (at our hourly consulting rate.)
I suggest you either hire somebody to develop your app for you (pick me! pick me! ) or get busy researching the different APIs you need and how to use them. IF you are not familiar with Cocoa touch and objective C at all, expect to spend several months of intensive study before you are ready to develop a release-quality app of this complexity. That's assuming you are an experienced developer who just doesn't know Objective C and the iOS frameworks.
