Please do not post the same thing multiple times. The board software automatically flags certain posts as needing moderator attention. This happens the most often for new users. I'm pretty sure this is made clear at the time you attempt to post. Posting the same thing over and over again just makes that many more posts the moderators have to weed through later. This makes us sad. Don't make us sad. If your post/thread doesn't appear, just wait a while. Don't post it again. If it hasn't shown up by the next day, then you can try again. I normally go through posts in the mornings, and try to check a few times throughout the day, but I'm not here 24/7. There will typically be a significant delay before posts are approved. Just be patient.
I would have thought that this question would have been asked here before but my searches came up dry: Will Apple ever add the ability to use your Mac's iSight camera to the simulator? This seems like a no-brainer -- but what do I know? What I do know is that having to load my app onto a device to test changes in things like overlays on the video camera are total PITA. Any thoughts?
I don't think so. The SDK is tied to the underlying hardware of iDevices which is quite different than Macs. It would require additions just to bridge the difference and doing that doesn't server much purpose really, since you can (and should be anyway) testing on the device as well. Anyway, that's my opinion, I might be wrong. If you do submit a feature request do post the response if you get one, it would be interesting to hear what the officials say.
This question has been asked in many places throughout the history of iOS so I rather doubt that a bug report or request to Apple will make much headway. This is a shame because it can be excruciating to develop and debug camera/video apps owing to this limitation. I'm here to tell ya.
There are, however, some really clever developers out there, as witness an app/system like iSimulate (vimov - iSimulate - Multitouch and the Accelerometer on the iPhone Simulator) that lets you access the GPS and accelerometers of an iDevice while working in the simulator. I suppose the iSimulate folks have considered making the camera available. It might be worthwhile to inquire.

I agree with you that developing camera apps is a pain. I'm working on that now, and change/compile/debug cycles are much slower when running on a device. It's even more fun if you're debugging the lower level AVCaptureSession, where you have multiple GCD queues running on different threads. Xcode 4.3 gets VERY confused when it tries to handle breakpoints on other threads. I had Xcode lock up on me and need restarting a couple of dozen times yesterday. It was LOTS of fun.
However, I don't think Apple is motivated to fix this sort of thing. If it doesn't affect Apple's in-house developers, it isn't a priority. Their tools serve their developers first and foremost, and any benefit for us third party developers is secondary.
