Please do not post the same thing multiple times. The board software automatically flags certain posts as needing moderator attention. This happens the most often for new users. I'm pretty sure this is made clear at the time you attempt to post. Posting the same thing over and over again just makes that many more posts the moderators have to weed through later. This makes us sad. Don't make us sad. If your post/thread doesn't appear, just wait a while. Don't post it again. If it hasn't shown up by the next day, then you can try again. I normally go through posts in the mornings, and try to check a few times throughout the day, but I'm not here 24/7. There will typically be a significant delay before posts are approved. Just be patient.
Does anyone have any experience with in-app purchases? I have decided to introduce iap in my app in the form of Filter Packs for a video editing app (Video FX+). I am interested in what the average user/purchase rate is across the board. For example 1 out of every 100 people might purchase an iap.

I think it varies widely between categories, but I had about 10% to 15% purchase rate when I was paid, and after I went free I had about a 2% rate. This was in a game btw.

When you say 10 - 15% purchase rate when you were paid do you mean that the app was released as free and then the users bought the full version?
In the previous month I had a purchase rate of 25% in my paid app and 4% in my free app (but in total I sold more with my free app; the value is that small because the free app was sold more often)
I don't think IAPs work as well for multimedia utilities like video and photo apps. People won't buy it if they already have all the functionality. I recall a blog post by the Camera+ people saying their conversion on their IAP for fx was very low.

If you're going to pursue this app, I would suggest making a very very polished icon, and going with better longtail search keywords if you haven't already.

I think I am going to change the keywords slightly, also going to change the app icon so that the text is removed.

No. I released the app as paid, and had some IAPs for in game currency(none for content). Then I switched the game over to free without changing any of my IAPs.

This is interesting info. I just goggled it, and this is the blog post where they say that only 5% of their users bought an upgrade pack.
