Please do not post the same thing multiple times. The board software automatically flags certain posts as needing moderator attention. This happens the most often for new users. I'm pretty sure this is made clear at the time you attempt to post. Posting the same thing over and over again just makes that many more posts the moderators have to weed through later. This makes us sad. Don't make us sad. If your post/thread doesn't appear, just wait a while. Don't post it again. If it hasn't shown up by the next day, then you can try again. I normally go through posts in the mornings, and try to check a few times throughout the day, but I'm not here 24/7. There will typically be a significant delay before posts are approved. Just be patient.
Recently, I found my free apps suffered from attacks of lot of negative ratings in many countries, such as USA, Canada, UK, Germany, Italy, Spain, France, Brazil, etc, in one day. Then, I sent an email to Apple in regards of this issue, but they said they need some time to conform if my message is valid. However, the sales volume went down by 20%, compared to the previous two weeks, because of this! I wonder if there are agencies provide services like that? That's really unfair to developers who work really hard on their apps but with no marketing resources! Does anyone have a idea of this?

No secret sauce though, just common sense. Using this has given us great ratings from the beginning.
In a nutshell:
Let users know how to reach you
- in your app description and on your app website
- within your app: email/twitter contact, "share the love button", feedback sdk like appbooster or appboy
Reply quickly and fix problems
Don't be too agressive in asking for ratings
Let us know what is Apple's answer!
