Please do not post the same thing multiple times. The board software automatically flags certain posts as needing moderator attention. This happens the most often for new users. I'm pretty sure this is made clear at the time you attempt to post. Posting the same thing over and over again just makes that many more posts the moderators have to weed through later. This makes us sad. Don't make us sad. If your post/thread doesn't appear, just wait a while. Don't post it again. If it hasn't shown up by the next day, then you can try again. I normally go through posts in the mornings, and try to check a few times throughout the day, but I'm not here 24/7. There will typically be a significant delay before posts are approved. Just be patient.

Not sure if any free app is worth spending that much money on.
Why not just submit it, and wait a few weeks. If its good, people will naturally download it. Then go for the advertising. It may not make a difference if its in the store a few weeks already before you promote it. May also give you a chance to fix problems that come up.

Yeah, no doubt that a good app, especially a good free app will sell it itself, but most likely a good and free app with additional support will do better:)
Have you looked into the mobile advertising platform Tapjoy? They are a leader in app distribution and work on a pay per performance model. It worked for me and it was really reasonable for the volume I got. Contact this guy:

If you will get good amount of downloading and people know about your apps then start Paid Marketing campaign. It will help you. And if you will get good amount of downloading in Free Campaign then i don't think so you should to spend lots bugs on this.

We've used FAAD for one of our AppZilla apps and saw good results. I would stay away from any service that promises top 25 ranking. While their services may achieve that, many use practices that apple frowns upon, and it could cause you to lose your developer license and have your apps pulled from the store. There are plenty of straight promotional and advertising networks out there who can certainly help in a legitimate way. You just need to test a few out to determine which works for your app and your budget.

Agreed. I'd say explore the free options before spending all that money. If they can really get you to the top 25, then they can still do it later ;)
