    No, unfortunately that's not true. If you are using AdMob in your apps you have to implement the new guideline. On Google's website http://www.cookiechoices.org/intl/en-GB/ they offer 2 example consent messages that you can use to comply with their new guideline. One for websites, the other one for apps. The one for websites is mentioning "cookies", but the other one for apps does not mention "cookies" but "device identifiers" instead.

    Its for web apps or news readers that use webview to open webpages. Example of an app would include Chrome, Firefox, Safari... and I dont know... Cnn mobile app, Fox news mobile app.

    NOT for games that are covered under the IDFA umbrella already.
